Ahead of submitting a planning application for the site, BXB Cowley Hill Ltd is committed to engaging with the St Helens community. To this end, BXB Cowley Hill Ltd has undertaken two rounds of public consultation on the proposals.


Earlier this year, BXB Cowley Hill Ltd undertook a first phase of consultation on the concept of development at the Cowley Hill Works. This visioning consultation ran for a period of three weeks between Monday 29th July and Monday 19th August. To ensure this consultation was thorough, a number of methods were used to engage, including: 4,685 leaflets were distributed to residents and businesses located within approximately 1km of the centre of the site; social media advertisements were issued to 32,000 individual Facebook users; and over 4,000 people visited the project website.


A second phase of consultation, focusing on the draft Masterplan for the site ran between Friday 18th October and Monday 11th November. This included two public exhibitions at The Mansion House in Victoria Park. The development team is now in the process of reviewing the feedback submitted as part of this consultation, with a planning application expected to be submitted later this year.
