Environmental Statement Addendum

On the 30th January 2020, Nexus Planning on behalf of BXB Cowley Hill Ltd (the Applicant), submitted an outline planning application to St Helens Council (‘the Council’) for the following proposed development on the Site, Land at Cowley Hill at College Street, St Helens:
Demolition of existing buildings and outline planning permission with all matters reserved except for means of access from City Road, College Street, Victoria Street, Washway Lane, Albert Street and Oldfield Street for up to 1,200 dwellings and up to 4,700sqm of mixed use floorspace providing for flexible use within Use Classes A1, A2, A3, A4, B1, C1, D1 and D2 with associated landscaping and infrastructure.

Update on the Planning Application

The Cowley Hill planning application (P/2020/0083/OUEIA) is currently being determined by St Helens Council. Since the application was submitted, a number of representations from consultees have been received and a number of requests have been made for additional information and/or revised technical assessments. During this period there have been a number of discussions with the Council in relation to the Proposed Development.

 

A number of minor changes have been made to the Parameter Plans, the mitigation measures proposed and the technical assessments which informed the findings of the Environmental Statement submitted. The following changes are identified on the plans:

  • The number of dwellinghouses proposed across the site has reduced by 100, reducing the indicative capacity of the site to up to 1,100 homes.
  • The buildings in the Local Centre at the north of the site are proposed to be reduced from up to 4 storeys high to up to 3 storeys high.
  • Additional open space is now proposed across the site to create a more cohesive public open space strategy. Additional areas of public open space are provided within each Development Plot, and the green links connecting the site north to south and east to west are extended.

The description of development has been revised as follows:

  • Up to 1,100 new homes of mixed type and tenure;
  • Up to 3,925 sq.m of mixed use floorspace providing for commercial use within Use Classes A1, A2, A3, A4, B1, C1, D1 and D2; [1]
  • Demolition of remaining structures on site together with ground remodelling, site remediation and ancillary works;
  • New areas of green infrastructure and public open space;
  • Sustainable drainage system (SuDS) including attenuation ponds; and
  • Vehicular access from highways.

Due to these changes, BXB Cowley Hill Ltd were required to submit an Addendum to the Environmental Statement, which summarises the changes which have been made to the application since submission and sets out any changes required to the original Environmental Statement.
